the title is a bit deceptive as it is not really about programmatic but it explores some interesting possibilities regarding more advanced and individual targeting

I hate it when anyone claims that anything is "dead". I think that programmatic buying is changing and evolving. In the standard definition, programmatic included GDN and Facebook and more. I just don't see it dead? But for the individual targeting. I've seen some stuff from companies that do 1:1 targeting based on IPs... Would you not still consider that programmatic? I see it as marketing to a direct mail list.
