Why does it show verified call with zero call time

We have calls showing on our express ads that didn't take place? Also.. why does Google charge the likes of £5 etc for a click, when we clearly have set the budget well below that daily?

A zero call time call is simply someone who hung up before you managed to answer - this sometimes happens when you have an auto answering machine or call forwarding as well.  As for your budget, you are not entering a hard limit for the day.  This is explained on the help topic for budgets:

 

"To come up with your average daily budget, we'll divide your monthly maximum budget by the number of days in the month you schedule your ad to run.

How it works: Your daily budget is an average, which means that the amount that your account spends each day can vary. That's because the popularity of your ad may change on any given day. But, don’t worry -- the total amount that you spend in a month won't exceed your maximum monthly budget."
