Agencies Adding Fake Duplicate Locations

The following two listings have been set up by online booking agencies. I thought that you had to be the owner/occupier of a place to get a Google business listing, so I am not sure how these agencies have managed to get a listing as well?

You can post listings. Getting them verified is completely up to the business owner. Just report them as fake and they'll be taken down.

What do you mean by agencies? They look like 2 separate paintball areas. WIth no websites and only one has a number. Sometimes Google automatically adds businesses it finds from other data aggregates, including people trying to check in on their phones etc. Looking at the listings it is highly unlikely that a human created them. As they would have added all the business info to get better results.

I have reported them both as spam, one has been applied and one has been not applied. Why would google only apply it to one of the locations? And what do I do about the one that hasn't been applied?
