what's the difference between banners in html and image banners ?

what's the difference between banners made in html/css and banners in formats like png, gif or swf ? 
in both point of views of performance and advertising

From performance and advertising...not a lot of difference.
HTML ads however can contain animation and many devices support this over flash. Flash is slowly being phased out.

The image formats png and gif, no real difference for your needs. Gifs can be animated, PNGs cannot.

So, for animation, I'd go with HTML ads if you can or GIFs. For static images, it's up to you. Whatever is your image preference.
