The Merchant Center account would allow you to run Product Listings and Product Extensions with AdWords. Those are the ads that appear with paid search results that include an image with pricing.

I do not see a screenshot but I think you are talking about the Offers Beta. I am not sure if that Beta is still open.

I suggest that you contact Google using the link at the top of these pages and ask if the beta is still open. They should be able to let you know and if it is still open they can let you know what criteria you need to meet to get into the beta.

Sorry for some reason the screen shot won't attach.  Basically the client has searched "sears uxbridge ontario" on google.ca (they are in Canada, I'm the advertiser and I'm in America) and the first paid result was the Sears ad with the details and below there's a space to enter an email and next to it there's a space for your name and then you click "Get offers".  I'll do some research to see if that beta is still open, but do you know if I have to have a Google Merchant Account to be able to set this up?
