problems with negative keywords at the shared library

I'm having an issue with my negative keywords that were inserted in my library then applied to a campaign, yet it's still showing ads with that word in a search query?

I saw a discussion about an issue with negative keywords, however it came to a conclusion that they had too many negative keywords. I definitely don't have too many negative keywords, it's a pretty new account.

Here is that discussion.

Another point to ponder when I used the keyword planner tool to check forecasts for a specific keyword, I inserted one of the words in my query into the negative list and the results were 0.08 clicks at a cost of 0.40 cents, what does that mean, shouldn't it go down to 000?

Hi Aron,

Welcome to AdWords Community.

Depending on the match type you have used in Negative Keywords, it can still trigger ads in some cases. To allow us have a better understanding of the scenario, could you please share your Negative keyword, its match type, and the search term that triggered the ad? It will help us help you in a better way.

To your next question, 0.08 clicks may refer to 0 click or 1 click. In the practical cases, clicks cannot go down 0. Please note that data that you get from Keyword Planner is just to give you an idea of the probable scenario, the actual scenario may vary.

The search term in my account associated with the query was '+motion
+graphics' which is BMM, the negative keyword I entered was, 'software' in
BM, and the search query was 'motion graphics software for microsoft'.

Interestingly though, I realized that though I've entered the keywords in
the shared library, then applied to a campaign with the button lower down
the page, it did not show up in the campaign - keywords tab, meaning in the
keywords tab under campaigns, down at the negative keywords there's the
negative option at the campaign level and written there is that I do not
have any negative keywords.
Moreover, over there at the keywords tab, there's the option to add
negative keywords, so I went ahead and clicked 'add keyword list' and
wanted to add the negative keywords I've applied to the campaign at the
shared library, clicked the campaign I wanted the list from, yet no actual
keywords were added. So it seems to me that there weren't any negative
keywords at all connected to the campaign. The question is now why weren't
they connected, and how am I actually supposed to go about connecting the
keywords I've created at the shared library to a campaign?

I've attached some pictures.
