key words not eligible cuase of low traffic

I'm placing some keywords in spanish to target searches in South America. Many of my keywords are not eligible cause of very little traffic. HOW Come when I enter one of these keywords my ad doesn't show while I see other Ads on top and on the right column???

Most probably the keywords that other advertisers have added to their acounts and that trigger their ads at those search queries are different from the keywords you have added in your account. Or, the keywords are the same, but they are using another keyword match type. What match type does your not eligible kewyords have?

Or, the keywords are the same, but they are using another keyword match type. What match type does your not eligible kewyords have?
