how do I set my estimated top of page bid

When I look at my ad breakdown, my estimated top of page bid is $0 for every single keyword. I figured out how to set my estimated first page bid, but the top of page bid I cant figure out where or how to set it. Why is it set at $0 ? Can someone help me? Thank you!!

When you create/add a new keywords in adgroup, then Adwords system calculate 1st & top of page bids. You can't edit this value. To see it, you need to enable this column. It gives you an idea of how much your keywords bids should be.
remember, these are not exact value, but just estimate. Some time adwords system show bids higher than it actualy required, so better see your ads in ad preview tool to know its exact position.
