geographic setting i posted manually dont work

adwords ignores the geographic areas i submitted and lists my ad in areas im not licensed , any ideas so I wont have to pay for clicks in these areas. i sepcificly put in the areas i service manually town by town, so why would this have a mind of its own?

What to consider when choosing your location targets:

Be sure to target the locations where your customers are -- which isn't necessarily the same place that your business is located. For example, if you own an e-commerce company, target all the locations you ship to, not just where your business is physically located.
If you target an area that your business isn't located, you won't be able to see your ad when you search on Google.com. However, you can use the Ad Preview Tool to find your ad.
It's also a good idea to keep your language and location targeting settings consistent. For example, if you're targeting English-speaking users in England, remember to target the English language, and be sure that your ads are written in English

Check where exactly you entered those towns.. Maybe you excluded them.

Welcome to the Community!

There are 3 Options to Target People according to their locations & 3 options to exclude people according to their Location.

Target People:

1) People in, Searching for, or viewing pages about my targeted location ---> So, in this case if you have targeted New York and you are local pastry shop, and if someone located in Newyork or California and looks for "pastries shops in New york" your ad will appear to that person.

2) People in Targeted Location: ---> The ad will show to those people who are located in "New York" only.

3) People Searching for, or viewing pages about my targeted location ---> The Ad will be shown to the people searching about your targeted location irrespective of their physical location.
i.e. if a user located in Washington and types "Pastry shop in New York" your ad will be shown to him.

You can also exclude location where you don't want to show your ads and in that you will also find these settings.
