Why are CPCs in Keyword Planner and Traffic Estimator so different?

Why are the Average CPC estimates in Keyword Planner and Traffic Estimator so different? For example, in Keyword Planner the keyword "credit card processing" has an average CPC of $28.42. When I move the same keyword over to the Traffic Estimator and crank my bid up super high (say $50) it shows an average CPC of $11.65. Is one of these CPCs more accurate?

The reason lies in the way the data is processed. With Keyword Tool, you will be shown the statistics for broad match by default with the ability to get statistics for other match types, like phrase and exact match. With Keyword Planner, you'll get historical statistics only for exact match. and broad suggestions will definately have the bid figures of other match types. Hope all these makes sense.

Hey Hyerman- Ram is correct in that both tools show estimates for different keyword match types; thus, the difference in average CPC prices.
