how about region with low cost per conversion, what are the guide lines?

Firstly it could just be that it's a difficult market. However, there are a few things you can do.

If you dig into your Analytics file - or your webcounter - you can find out where people are dropping out of your sales process (your sales funnel). Where most of them leave is the place to tidy up. I presume you have more than just an advert, landing page and sales page! Those aren't enough if you're wanting to tailor your traffic well.

The other issue is that people may not be at the point of wanting to buy. Which is fair enough, with some expensive things it's a matter of doing some research first and all that kind of thing. Having an email newsletter for interested parties with all that information included somewhere in a series of three or five emails would probably help immensely here.

If remarketing's more your style, it has much the same reminding effect that emails can have - please limit the number of times your ad shows though.
