Hello,

 

I have a problem and I need a help. 

I want to post campaign from my country but in the English language for tourist all over Europe and I put the location in a campaign with several countries in Europe with English interface but I also want to put campaign for tourist how are already in my country to come and visit me. So, the problem is I'm not sure how to do that, should I make two campaign but in that case, I ll be rival itself for certain keywords and make a higher price for cpc.

Based on your topic; I understand this is a display campaign. 

If this is a display campaign  - they will not be competing, you could set 2 campaigns.

No, it is Search Network only.

Search network only accepts Keywords not Topics and Placements.

It seems you must be creating a search with Display Select campaign type.

Yes two campaigns (if you want to), no each campaign will not "rival" the other.
