Strange QS 2/10 but every indicator = average , top page bid x 10

Hello,

I tried to improve some keywords, and when I moved one in a better organized ad group with dedicated landing page and changed Ads to include the keyword it dropped from QS 4 to a 2 and a beautiful message "Rarely shown due to low quality score" but every indicator for landing page and the rest is Average and the Ad is displayed although the top page bid is now 10 times more than before.

How to change this situation for the better ?

It solved by itself at the end of the day, now has a 10/10 and a 2 times less estimated top of page bid, than when it had a QS of 4/10, so moving keywords from ad group to ad group has this effect for a few hours.

CTR is a big driver of QS, and therefore when you move to new Ad Groups you might find an initial drop in QS till the system sees that your keywords / ads are performing better than expected
