Look at the Dimensions tab in the "Reach and frequency report : Week" and select a large time-frame to judge if it is worth limiting users.

https://support.google.com/adwords/answer/2472714?hl=en

Then add the Custom Columns for conversions, clicks, CTR and conversion rate.

Look at the frequency column and at the Conversions column for a particular week and see at what maximum frequency you got conversions for example it could have been 3 even if you got clicks also for the frequencies of 4 to "8 or more". This means that from your testing phase it is enough to limit users to a capping of 3 impressions per week per campaign.

If you had conversions also for the freuquency of 7 , you should let 7 impressions per week per campaign.

I think just 5 days of experimenting isn't enough statistical data so I would recommend at least 1 month of data to be gathered while leaving "no capping on impressions".

The problem with not getting conversion can be in many factors about your targeting, your message, your landing page for remarketing. For example people who already know your site should have a special landing page for remarketing with a special offer , not the same page which they already know.

Try trimming placements by adding some placements to the "excluded placements list" if they recorded only clicks with no conversions, maybe they have a non relevant content.
