RLSA - Excluding Phonecalls?[ Edited ]

I'm trying to figure out setting up a new RLSA Campaign by excluding users who have called (using the Google Forwarding Number) - I'm not sure if this is possible or if there is a way around it?
PhoneCalls count for around 90& of the Conversions through the AdWords Campaign.

If you’d like to exclude users who’ve called using your Google forwarding number, you’ll need to create a remarking list that uses a custom combination.
The custom combination should read, “none of these audiences” : “All Converters.” Please keep in mind that this will exclude users who’ve converted using the Google forwarding number, and any other conversion you’re tracking.
