I have been really working hard to get my ad in the top three on google search, how can i do so?

You either need a higher CPC, a higher QS (CTR is the biggest factor) or both.  See:

Are you in fourth position? if so are you assuming a higher amount of traffic and clicks by being higher on the page? If you hit one or two you may want to test if it is the expense with a test based on position.
