One city name keyword but 2 different locations/countries

I have several campaigns running over a few countries and some of my Keywords (City names) have the same Name in other countries.
example : London in Canada and in the UK.

I already implemented negative Keywords to exclude the 'other' Country but I'm afraid this is not enough since I still see a lower conversion rate than expected.

The geo targeting isn't really relevant in my case because the user can be in Canada and look for the UK landing page.

Do you have some advice/tip/trick ?

Thanks a lot,

Including the location name as part of the keyword in addition to  Geo-targeting at the campaign level is a redundancy. Remove the location name from the keyword and Geo target only by setting a Geo-targeting at the campaign level.
