Google consider both the keyword different.
The AdWords system recognizes two kinds of symbols in keywords: ampersands (which look like this: &) and accent marks (for example: á).

When a keyword contains one of these characters, the keyword is considered a different from a keyword that does not use the symbol.
e.g. Packers and Movers, Packers & Movers

Hi Jeewan!

 

The ampersand symbol (&) denotes, or stands for the word 'and'. So Google will treat 'Packers & Movers' to be same as 'Packers and Movers'.

It is important to note, though, that the "and" (&) is a specific / unique case. All other common symbols are ignored by the system.
