In Keyword Planner, what time period is the Avg CPC based on?

For example, tax software search strings, like "Turbo Tax" are very focused on January through April. It is easy to see what the traffic will be in January using the chart. Understanding what the Avg CPC will be is tougher. Is there a way to see what the CPC for a keyword was last April? Is the Avg CPC shown an average of last week or last year?

Hello;
Data on the keyword planner is based on the actual cost paid by advertisers (across all positions) during the last 12 months.
