The basic components for Quality Score are Expected Clickthrough Rate, Landing Page Relevance, and the relevance of your Keywords to the associated ads. For newer keywords, Google now gives you a "null quality score" until there is enough traffic and data to assign it a proper quality score (could take up to 30 days).

If you are still getting low quality scores, try changing the Ad Copy to better match the keywords and/or the landing page, or you can try different landing pages. Also, make sure your keywords are organized well so that related/similar keywords are in the same adgroup with relevant ads and landing pages.
