Instead concentrate on conversions along with whether the remarketing campaign is bringing in a positive ROI for you.

In fact, you should really take advantage of the corresponding bidding schemes (conversion optimizer/target CPA/target ROAS) as they are optimized to give you significantly better performance.
I would definitely not focus on CPC or CTR, although the latter might help you judge the quality of your creative.
