How to know if clicks are accidental?
Is there a way to know if clicks from your Adwords campaigns are accidental? Or is that part of bidding for paid ads?
For example, I wouldn't want to pay for a click if it was accidental. Is it possible that Google doesn't charge the click if the user bounces back to Google Search before 3 seconds?
I can't think of anything off the top of my head.

That is not possible that if the user bounces back to Google Search before 3 seconds then you won't pay for that click. But Google will help you if your click is invalid. You don't need to pay for that clicks. Unfortunately, due to the large number of data points looked at, a credit can take 2-3 weeks to be appear in your account.
