Adwords API provides a service to estimate traffic of keywords here

After request I got four values are average ad position, daily clicks, and daily cost.

I want to know that how can I defined if it is a low search volume from these value?

Or any solution to know it is a low search volume keyword?

You can't exactly know which keywords is low search volume, some times, the season or hot topic may increase a keyword under low search volume in average.

So, normally, if some keywords is composed of more than 4 words, generally the keyword will be low search volume.

Or if the keywords in estimate traffic tools with 0 estimated traffic, mostly means that the keyword will be in low search volume. You can also double check the keywords in Google Search, Amazon search box, Ebay search box, hot forum search box or google trends for reference.

However, best of all, you also should try to upload the keyword in your AdWords Account. Because some times few search volume means high ROI.
