How much data should I gather before I can start making strategic changes to my Ads?

I think the title pretty much says it. 

 

To explain my situation, I have some Ads with 1000s of impressions and 100s of clicks, so I think it's safe to say I have enough data there to make changes to the Ads. 

 

On the other hand, I have some Ads with, say, 130 impressions and 3 clicks. Now, do you think that's enough data to start iterating on the Ads? What is the typical threshold you wait for before analysing your data and making changes?

Once the system calculates a QS based on your own performances (the "no data", "--"  gone, and a QS is shown) you can start to optimize the campaigns.
