How do I target income levels better?

I keep getting an error message that reads: Average household income for top 10% is not available for the location you specified. Please enter another location I will enter different income levels and keep getting the same message.  I've tried down to the zip code then to cities.  Some cities allow me to add them, while other cities give me the same error message.  Are there thresholds in place to allow you to target this way, if so what are the thresholds?

Thanks for your post. To answer your question the Income Thresholds are located here. I think the real problem is however, that targeting income by location is a fairly new feature. All locations in the US may not be available yet. As time progresses more locations will become available. So you probably are not doing anything incorrectly.
