Of course, entire books are written on this topic. But as a general rule, you want to look for sources of waste, then focus on improving the performance of keywords and associated ads, that are working. To locate sources of waste, your campaign will need some operating history. Sort on the "Conversions" column and look for keywords which have not produced conversions, but which are consuming significant ad spend over time. Productive keywords can be enhanced by experimenting with different ad copy, and landing page copy to raise quality scores. Also you can "expand" the keyword to more match types, and variations of the keywords. Make sure you are making full use of all available ad extensions, as they will increase CTR's, conversions, and quality scores. Those are some starter ideas for you, hth!
