How can I stop getting calls ouside my business area of service?[ Edited ]

Hello, I have an Adwords Express accout for a taxi company I'm servicing, and they are getting calls from out of state, in areas they do not service. I have tried making sure the search phrases and add copy were changed to make sure they would not attract this kind of traffic, but they still do, I have also narrowed down the search radius to specific areas.
If anyone one has any ideas or solutions please help.

Are they using their Google+ business page or a company website with their AdWords Express ads? I have seen where G+ brings a tighter control of location/audience targeting with AdWords Express, although you should be able to dial in your locations regardless of landing page.
Please take a look at this information and then compare it to your account settings. I think a state audience is being used versus a city or radius targeting.
