Geographic targeting: does including an area trump excluding an area? Blue > Red?

I need to get specific with geographic targeting settings and have been excluding areas. What happens when there's a blue/red overlap? Does targeting an area trump excluding an area?

Yes, when you exclude any area. Weather it shows the overlap or not. Google simply exclude that & your ads will not be shown to that specific area.

You mean the radius targeting?

Yes, when you exclude certain areas (such as a zip code) but a radius
somewhat covers that area. Will AdWords target or exclude the overlapped
area?
