Estimated first page bid, effect of targeting?

When google provides a estimated first page bid under the keywords tab, does that estimation account for the area the campaign is targeting or is this estimation based on a national average? I ask because one of our clients is advertising in a region where there is little to moderate competition however the estimate first page bid reflects $$ that I would expect to see in statewide or national campaigns.

Hi DMSInc,

 

Lack of competition or other advertisers on a SERP, and geo-targeting, in general, have no effect on the estimated first page bid. No advertisers on a SERP does not necessarily mean no competition and does not mean you can get the clicks for cheap.
