Is inhancement will increse the cost for those who only run their campaign in dasktop and laptop.

Yes.

 

PC CPC's are currently increasing.

 

Mobile CPC's on the other hand...

 

They are after all the only devices you can opt out of.

Yes, this is a big problem. You can't separate tablet clicks from PC clicks, so if your site is targeted towards windows applications or windows software, you will see an increase in useless clicks, cost will go up, and ROI will drop. It's a huge mistake from my POV that Google won't let us set tablets bids manually (to -100%). They will for mobile, which has the same problem, but for tablets, no.
