Does {keyword} in the final URL equal the keyword in the ad group or

When you use keyword substitution and put {keyword} in the final URL, is the the value the user searched with or the keyword that triggered the ad?

"{keyword} - For the Search Network: the keyword from your account that is matched to the search query."
