I think that the basic underlining concept remains the same, though the technicalities are different;
AdWords does not use Panda or Penguin to evaluate a website. However as in SEO, the landing page has to be relevant, appealing and attractive to the users. The AdWords algorithm (using contextual targeting ) is pretty good in recognizing landing pages with added value to users (vs. landing pages that their major goal is to show ads, or redirect users to other sites etc...)
So, my advice would be: work on relavent content with added value to the users. Attempts to "game" the system, usually bounce back, and like in SEO, the penalty is painful: site is suspended.
