Does Bid Amount Effect Views If Only One Advertiser?

If there's only one advertiser in the auction, does that advertiser's bid effect whether or not Google will show the ad?  Meaning, will a higher bid give more impressions if you're the only advertiser?

Hi

Google uses historical statistics too. It means even if you're the only one advertisers you virtually compete with others. If you lack of impressions, simply increase your daily budget. Add a column Search Lost IS (rank) and Search Impr. share to see how much traffic you can get.

Also take into account that some less-proficient advertisers may compete with you because they can't target their ads in the best ways.

There's a threshold of ad quality and ad -rank to be met for any ad to be shown, even if currently there is no competition.

Additionally, on rare occasions, Google decides that organic results are better than any ads - I've seen this for bids on the names of sports teams and newsworthy topics.
