Do paused ads effect "Ad Relevance" score
Seeing a lot of low ad relevance scores which we are trying to fix, but I was wondering if paused ads effect the keyword quality scores (under ad relevancy metric).
Should I delete the less relevant ads rather than just pausing them?

Paused ads are still reviewed, but they do not contribute to the stats for impressions, clicks and everything else. As such, they have no effect on your QS or ad relevancy, which is measured primarily with CTR.
My rule of thumb: If you think you may reactivate an ad later, put it on pause. If you think you will never use the ad again, delete it. You can still find all that data after doing either. Paused ads can be restarted, deleted ads can not.
