I have an evergreen branded campaign that runs on both the search and display networks. Starting Sept 24th, my impressions and clicks dropped by a factor of 1/100 on the display network. Nothing changed on my end, but now I get tremendously low volume. Any clues as to what might have happened with the display network around that date?

Display features available for a 'Search Network with Display Select' campaign are limited. Given that you haven't made any changes, it is possible that a few placements that were giving you good performance have stopped doing so for some reason. I'd suggest running a placement report (one month before Sep 24 Vs a month after) to evaluate this. Let us know your findings, so we can try working on it.
