It is based on the targeting method you select;

>>" The impressions you’ve received on the Display Network divided by the estimated number of impressions you were eligible to receive.

The "estimated" factors in the  predicted impressions based on your targeting methods

Hi Anna,

Impression Share is the number of impressions divided by the number of eligible impressions.

So if there were 100 impression available, and you had targeting on that limited the number of eligible impressions to 50, then you would only have 50 eligible impressions.

 

In short, yes it takes into account your targeting methods.

Impression share
is the number of impressions you've received divided by the estimated number of impressions you were eligible to receive. Eligibility is based on your current ads' targeting settings, approval statuses, bids, and Quality Scores.
