Can you over-bid overlapped targeted radiuses?

I'm trying to do the same as if Adwords allowed users to exclude by targeted radiuses. Instead of creating radiuses to exclude, I would in theory like to create multiple overlapped targeted radiuses, and then set the bid of the most-overlapping radius to the highest bid to ensure that ad is the most-targeted. Is this even possible though? I.e. Say I create 5 targeted radiuses that overlap (in pattern of 5 dots on dice)--The intersection of those 5 circles is where I want to set the highest bid (in theory, it's the most concentrated. Should I just set the "middle" targeted radius to the highest bid and the surrounding radius to be cheaper? Thoughts?

I had a client about 2 years ago who tried to that using the API.  We were not successful.
