There are so many dynamic variables involved with that question that unfortunately there is no definitive answer to give. ECPC is designed to bid more competitively on queries it deems more likely to convert. It does this by considering different factors such as past campaign performance, browser, device, time of day, etc. It will raise your bid up to 30% to what you have set.

The best way to find out if it will work for your situation is to test it and compare with results you've obtained in the past.
