Campaign is reaching 3% of the Impressions from the Display Planner

I have a Google Display Campaign with:

- One ad group that contains about 40 keywords. Each of these keywords have +10B impressions/week according to the display planner.

- I uploaded image ads in all 17 formats available and all of them are already approved and running.

- My daily budget is about US$20 and I optimized every keyword bid according to this budget.

 

The problem is that the campaign is using only 3% of the daily budget.

 

Any suggestions?

So basically you can't trust the display planner?

AdWords is a dynamic marketplace where everything is constantly changing. One large advertiser increasing their display bids can affect everything. The Display Planner can only provide estimates. 

 

Also, your performance includes a major factor that the Display Planner cannot anticipate - CTR. If people don't click on your ads as much as competitor's ads, it will take a higher bid to get more impressions.

 

By targeting the audiences of your ads, you can show them to people more likely to click on them, and improve your CTR.
