Hi Jitender,

When you switch to CPA campaign bidding, although you don't have option to change the bids at the keyword level. However, you can reduce the CPA bids of your ad groups if you are getting the required conversions at lower CPA.

Best way is to keep an eye on the search terms regularly and get away with the irrelevant ones by adding them as negatives. Also at the sametime, you can add relevant terms as positive keywords to make the best customer experience in your account.

CPA bid is an automatic bidding where adwords automatically adjusts the keywords bids to provide as many conversions as possible within the predefined Target set by you. So, you don't have any control over the keywords bid in this bidding strategy.
To get some better control, you can switch to ECPC where bid in only incremented by max. 30% (after applying any bid adjustments you've set).

I want to add one small advice apart from Pankaj answer - you can check Impression Share lost due rank metric. It's ok that you might be losing clicks from keywords with low conversion rates however your target CPA might be too small to bid on some of your good keywords.

 

If you want to reduce CPA safely take advantage from campaign experiements so you can easily revert your last changes if results will not satisfy you:

Hi Jitender Saini,

Follow Pankaj suggestion, I would say CPA bidding works best on your campaigns past history. Thus, It will give you very little freedom to change on your campaigns. Once you enable the CPA bidding, Keep it run for some days and meanwhile only work with SQR.

Then after some times, once campaign will gather enough data (after enabling the CPA bidding), take the action and increase/decrease the CPA bids.
