Is it a good idea to lower the budget for the ad group with a High CPA and increase the one with a low CPA when you have just two days to stabilise the CPA on the account. I've also reduced the CPC of the high-CPC-no/few-conversion-Keywords. Am I right here?

If you have the data I suggest increasing the budget on the one that has the best return on investment. If these are two different products/ services it could turn out that the High CPA while more expensive initially may generate more revenue/profit.
If you are stuck with just this data or ultimately each of these groups are selling the same thing then i would increase the budget of the low CPA.
