Broad Negative Conflicting with Exact Match Type Keyword

For my particular adgroup, there's a keyword [educational consultancy in Bangalore] in exact match type  with -bangalore in negative broad match.  Even though it's in negative broad, it still conflicts with my exact match keyword term to dispaly ads. Should it be?

Yes, it is working the way it should. If any of the negative keywords are included in the search term, it would conflict.

Hey Ranjan J,

I imagine what you wanted was to block queries that contain only bangalore. That would be better achieved using negative exact match. As broad match negative, it will block every query that includes bangalore.
