How do i create an automated rule that pauses all campaigns when their cumulative cost reaches say 10,000 over 30 days.

Automated rules are performed at a campaign level. I'm not 100% sure but I don't think what you're looking to do can be done with automated rules.

However, I am 100% certain that it can be done with AdWords scripts (we've done it before with a promo budget)

Alternatively, you can top up your account with 10,000 and when it runs out, your entire account will pause.
