Are search partners different according to geography?

I need to understand if search partners are different according to target location for the campaign. If someone is posting an ad in Africa, ad showing on AOL (search partner) in America will not be of any help. Please advise.

Search is per location regardless if it's a search partner or Google search. The same Geo targeting applies to both. So if an AOL site is not available in Africa the ad will not be shown, but, if it is available, and someone in Africa searches on AOL Africa for your service the ad  will  be   shown (if wins an auction) - similar to Google search.
