Need to determine what is triggering the robot to shut us down, then to start us up with no interaction on our part.

We have had a series of shutdowns, which is a notice from Adwords that our
site violates their policy, then a day or sooner later, it restores it. We
don't do anything and still it happens. Very Frustrating

We have done what they have said, changed several things and we seem to have isolated the problem.
