Adgroup - Geographic Targeting

I can see that I can target a campaign to a geographic area - for example a state.  

 

But I want to create adgroups within a campaign, to target each state - so within a product campaign, I want to target each state by adgroup.

 

I cannot figure out how to do that - the adword help section suggests geographic targeting is only available at a campaign level - not adgroup or ad level.  

 

Any help on how to do this?

How do you target an ad location at an adgroup level?

Hi there;

Geo targeting is set at the campaign level. If you want to target different states with different ads - set another campaign. (You can use a shared budget for both)
