Should I be using a static image when using an swf as a backup in case there is a device or site that would not be compatible with Flash or HTML5?

It's always recommended having different ad formats, this ensures covering all the bases. if you're only running one ad format, the number of sites and pages that will run your ad may be very limited. You may want to create your image ad in every format that we allow to increase your chance of showing.
