if we create 2-3  ads in one ad group, CTR of each ad will be different, and when we will be deleting one of ad with low CTR, it is going to effect the peformance of overall account. or in other words the CTR collected by that ad (which we will going to delete - because of Low CTR) will be wasted.

I would not think of deleting as being the end. You have the history of that performance with you. Anyway if the CTR is low and the ad is also not converting then it is better in the long run. However for the record I have seen plenty of examples of ads with the lower ctr having better conversion volumes and rate. In other words ctr is not everything.
