ALL ads below organic

Has anyone ever done a search on Google only to find ALL paid search ads show up below organic listings, just above the Google pagination? The search below was performed only to see that the paid search ads were the very last listings on the SERP. Thoughts?PaidBelowOrganic.png

Correct; This is how I see it;

This is a competitive vertical. Bids are high and thus Google sets a high threshold.

When Google announced the "bottom of the page positions", it said that it moved some "side ads" to the bottom because of "flow on SERP". The common "wisdom" is that ads shown only on the bottom do not meet the ad rank threshold to be shown on the side.
