Hi my website has 4 languages available, English, Polish, Russian and Lithuanian. 

I want to Target Russian Speakers in Ireland to go to my Russian landing pages and Polish to the Polish version etc etc.

 

What is the best way to structure my Adwords campaigns for this?

 

Do I target Russian Speakers in Ireland via a keyword and then create the Ads in Russian.

Langue is set at the campaign level;

Set the  campaign language to Russian and English (for those who are fluent in both languages)   and  target Ireland as a location.

Ads and keywords, of course, are in Russian.
